Is Catalan a dialect of Spanish?

No — Catalan is its own Western Romance language, more closely related to Occitan than to Spanish. It is the official language of Andorra and co-official in Catalonia, Valencia (as Valencian), and the Balearic Islands. Linguistically it diverged from Vulgar Latin in parallel with Spanish and French; it is not a derivative of either.

How does Catalan compare to Spanish for English speakers?

If you already know Spanish, Catalan vocabulary will feel ~70–85% familiar, but pronunciation has distinctive features — unstressed vowel reduction (a/e → ə), the dark 'l' /ɫ/, and the geminate l·l. Grammar uses two contractions (al, del) and weak object pronouns (em, et, es) often combined into clusters like 'me'l'.
